Everyone has the right to education. Education, at least basic and general education, must be free. Basic education must be compulsory. Technical and vocational education must be universally accessible, and higher education must be equally accessible to all according to ability. The goal of education should be full personality development, as well as strengthening respect for human rights and fundamental freedoms. Education should promote understanding, tolerance and friendship between all peoples, racial or religious groups and should promote United Nations peacekeeping activities.
